Steering and hydraulics are fed by the same hydraulic pump.

See if you have flow to the control valve from the pump. No flow, pump or drive may be broken.

do i need oil to be at a level to be able to work?
i just have so little in there

Oil level has to be full enough that the pump does not cavitate. You have NO hydraulics or steering? If you have flow, the pump supplies fluid to the control valve, and then to the steering. Seems lie you would have one or the other, if it was a flow control valve.
