If one holds, the other has a cylinder that is leaking internally.

To check cylinders, you bottom the function out, in either direction. Then remove the hose from cylinder, opposite the pressure in that direction. Then pressure the system, if oil pours out the open hole, cylinder has leakage, if it comes out the removed hose, the opposite cylinder is the bad one.
