Does engine not start, or it does not kill? Relay should have power to the solenoid as soon as the key is turned on and has to stay on as long as key is on. Do you have battery voltage to the solenoid, so when it closes, it sends battery voltage to the fuel shutoff solenoid? If less than battery voltage to the solenoid, trace wire backward, to see where voltage is lost.

If relay has battery voltage to it, and less than battery voltage to the solenoid, replace the relay!
