You check the cylinder for internal leakage.

Do this by working the cylinder, and determining which is pressure hose, bottom the cylinder, then remove the opposite hose on the cylinder, then pressure the cylinder again, and if oil flows out the open hole, the cylinder has internal leakage and needs to be resealed.

Cylinder is the first thing to check, and next would be the load checks in the control valve. They are there to lock cylinder and hold position.
