And the throttle is stuck where do I start searching for the problem?

Do you have the serial number from the machine? I will then be able to provide the schematic to you for your machine. There are four different depending on your serial.

It is possible for it to be inconsistent to begin with but as time goes on it will eventually quit functioning at all.

Also I have an oil leak at my oil pan can you confirm if I need to remove the engine to replace the gasket?

I have a picture of the actuator and location included here. It has been a while since I have had to replace a pan gasket on one of these but as I remember it can be done from under the machine without removing the engine.

Is there a way to test the actuator before buying a new one?

There is no way that I am aware of the test the actuator.
