Hi. Thanks for using JA! I will try and help you out.

Normally when oil gets into the water the leading thing that causes this is a failed oil cooler. But since you also have oil in the fuel tanks as well I would suspect your engine may have a cracked head. Sorry I wish I had better news.

IF THE HEAD WAS CRACKED WOULD'NT THERE BE WATER IN THE OIL.

Not necessarily. Since the oil pressure is higher than cooling system pressure, oil will always go into the cooling system. Sometimes a small amount of water can go back into the oil when the engine is off, but not much, very little.
