you won't be able to create a new account with the same email address
you can instead hit the lost password ***** and they should send you a link to that email address to reset the password
you can use a different email address to create a new account
that is the way that it works though
so i am not sure what you are doing wrong
but i guarantee i can get it set up for you if you want to accept the offer for a remote session
but that is exactly how it works
there are two separate things you can click
one to sign in and one to create a new account
if you hit the new account you HAVE TO USE A DIFFERENT EMAIL
if you hit the sign in to existing you have to use your previous address and if it does not work click lost password ***** follow instructions
at what point does it do what that is not what you expect it to do.
