Did you just install Windows 10?
Okay. Power your computer off by pressing and holding the power button down until it shuts off. Power it back up the back down again. Do this several more times until you see Preparing Automatic Repair popup on the screen and let it boot to that.
Click Advanced Options, and then select Troubleshoot. Select Refresh your PC if you do not wish to erase data, or Reset your PC to erase all data and restore the system.
No other options?
If not try the start up repair first and let me know how that goes.

Try the 12/22 date.
Can you select that drive?
Okay, back out and go to the 12/13 date.
Uncheck the scan for infected program box if it is checked and see if you can click on the Next button by moving the mouse pointer over it.

Okay. I didn't know that is how you got to that point? Windows 10 is very different when if comes to safe mode. You actually need to turn that on before you can access it from boot up. You could do system image recovery, but that would wipe your files and I presume you do not have them backed up?
Try to restart normally again just to see if it will boot. Make sure you do not have any flash drives plugged in or discs in the DVD drive when you do.
