On the 16th, 2016 We had anew hard drive installed. Evert thing is very slow and the little round blue circle comes up all the time. Also it is slow when you try to type.

This sounds like a bigger problem than just the hard drive. It is a typical symptom of malware. What I would suggest doing is going to malwayrebytes.org, downloading the free software, and running a full scan. Have it remove what it finds, and then run the scan again. Run the scan until it doesn't find anything, then reboot and test again.
