Re-check that the Only suggest people in my contact list is selected (Options > Advanced privacy settings). By default, Hotmail provides suggestions for any e-mail address you received e-mail from or send e-mail to.
Make sure that all e-mails containing e-mail address(es) you want to remove are deleted. Check all e-mail folders including the "Deleted" folder as well.
Sign out of your Hotmail account and sign back in.
When you click on the "New" button to create a new e-mail, old e-mail addresses shouldn't automatically show. If those e-mail addresses still appear when using the search box, then there is no way at the moment to manually delete them or change the search results. It is because Hotmail uses search index that was automatically generated based on your e-mail history. If you delete all record of an e-mail address from your account, the search index should remove it as well after some time. If not, then this is limitation of Hotmail web interface and there is nothing you can do to change that.

Actually, there is always a way to delete the history if you're willing to go searching among individual disk files.
Also, bear in mind that auto-complete is not a function of your e-mail, but of your browser.
