Looks like you have skype credit that has disappeared. I'll go over a few different possibilities
1) I want you to start at http://www.skype.com/go/myaccount and log in to your account. On the left side see if you see your skype credit. Sometimes the skype clients on your cellphone or computers will fail to sync and while you have credit, its only visible within your account pages. To "resync" you normally need to make a call, let it ring twice and hang up. That should resync it.
2) If when you go to your account you don't see it, I would go to https://secure.skype.com/account/usage and see if the credit has somehow been turned into calls that may have been forgotten or missed that could have depleted the credit.
3) If that doesn't explain it, its possible the credit is "inactive" after 180 days skype will automatically de-activate credit. This will make it vanish from everywhere. To re-activate it, you simply login to your account through the URL in step 1. At the top of your myaccount you will see an orange bar that says "Your Skype Credit is inactive." You simply click "Reactivate" or go to this url https://secure.skype.com/portal/settings/credit/reactivate. This should bring any credit back that was lost. It takes about 15 minutes for it to reactivate.
