The error code you are getting indicates an address verification failure with the credit/debit card you are trying to use to place your order with MagicJack (e.g. when trying to renew your MagicJack subscription.)
To resolve this issue, please call up the MagicJack Billing Department at 1(###) ###-####(outside the US), and choose Option #3 to speak with a MagicJack Billing Representative.
