I am trying to set up my Turtle Beach Ear Force 400 headset

I am trying to set up my Turtle Beach Ear Force 400 headset on my Windows 10 desktop. Right now the headset is charging and I have 2 icons which say device setup. The setup has advanced about 1/2" on both and has een that way the last 30 min or so.
The headset is done charging as the red lights are out . Disconnected the charger and pressed the pairing button transmitter is solid blue, headset flashes Blue once a second.
Now, what do I need to do to get my computer to recognize this headset??
