I was working on an excel book and I don't have a clue what I hit but my screen turned sideways. I rebooted but it didn't help.

and press the Up arrow key.

This should set the screen vertical.

I'm at he sign in screen and I held the ctrl alt buttons then pressed the up arrow key. Nothing happened. Do I need to be signed in?

Yes, sign in first and allow Windows a minute to fully load, then try the keyboard commands.
