If there is nothing in the drive, and it is still showing that it is fully occupied, then you can format it instead of troubleshooting it?

It would need to be copied along with the backed up data to be able to restore those files later.
How many files/folders are in there?
download windirstat and use that to view.
it may give clues.
Download windirstat, and select this drive in it. Then send me a screen shot once it has finished scanning.
