Customer: my windows is not starting

actually power went off and from then windows is not starting. when i click launch windows repair it says loading windows files and stops there and power goes off.....i mean on button turns off....
is it charging problem??

It points to either the Power supply or the voltage regulator on the motherboard.But first, remove the power cable to the computer and then hold the power button down for 60 seconds then release.Once done, connect the power cable, power on the computer and tell me if it now completes the repair and starts please.
