Hi. My name is***** you for your question and the opportunity to assist.

If you're missing a Windows system file there is a utility you can run that will attempt

repair/replacement of the files.

Click the start button and in the search area type: cmd

You'll see cmd at the top of the search results. Right-click on it and select Run as Administrator.

At the blinking prompt in the black window type: sfc /scannow

and press Enter to start the utility.

Once it completes, restart your machine and check if the issue is resolved.

How long ago did this start?

Customer: replied 1 year ago.
the problem is not with this pc it is with a different one
Customer: replied 1 year ago.
byron, are you still there
Expert:  Byron replied 1 year ago.

That's fine. On the other PC

Click the start button and in the search area type: rstrui.exe and open the search result.

This will start System Restore.

Click Next, put a checkmark in the box Show more Restore Points.

Select a restore date just prior to when this started and click Next.

Click Finish and let the restore complete. After the computer has restarted check if the issue is resolved.

Customer: replied 1 year ago.
but it has Windows 7 now
Expert:  Byron replied 1 year ago.

Here's the download link to the files: http://www.wikisend.com/download/100976/DLLs.zip

download the file to your flash drive. Plug the drive into the Win7 pc and copy the file to your desktop.

Right click on the file and select Extract All. It will create a duplicate file on your desktop that

is a regular folder. Copy the api-ms-win-downlevel-user32-l1-1-0.dll file to the Windows\System32 folder.

Expert:  Byron replied 1 year ago.

Hi. Were you able to copy the file over?

Customer: replied 1 year ago.
I am doing it now
