Hi there, I'm Amy and I'm going to help you today.

You can download it from microsoft here;

https://www.microsoft.com/en-us/download/details.aspx?id=11434.

You can aslo use your rescue disk that came with your system to restore any other missing DLL's as well.

Do this by holding either, F8 or F11 when starting the computer, then choose repair windows.

I hope this helps you today, let me know if I can help you with anything else.

Thank you for using Just Answer.

can i download it to a flash drive and transfer it to the machine that wont boot up?
Customer: replied 10 months ago.
by the way, That link doesnt work??
Expert:  ComputerChic replied 10 months ago.

Sorry bought that, I didn't realize it wouldn't boot up. I suggest opening the dvd drive and using the rescue disk. There is a small hole next to your drive button, use a pin to open it and use the rescue disk.

The link worked on my laptop and started the download to save it. Not sure why it didn't work for you. You need the rescue disk for your system.

Expert:  ComputerChic replied 10 months ago.

Yes you should be able to do that. Just insert disk and reboot the computer it should launch from there.
