Do you have a recovery disc or windows 8 disc ? can you try to boot from the cd ?

Are you able to boot the PC into Safe Mode? If you are able to access Safe Mode remove the graphics driver.
If the problem persists, I'm very sure you have a hardware issue. you need to replace the video card device or replace the monitor
