Hello,

Are you using windows 10 or windows xp?

Expert:  Chris L. replied 1 year ago.

You likely have a permission error and the system is not allowing you to make changes to that file which is needed to use the program.

I have a couple of things for you to try.

If you are using windows XP try the following:

Navigate to the location of your iTunes Library.itl file. It is usually found at “C:\Users\yourusername\Music\iTunes”
Right-click the “iTunes Library.itl” file, then choose “Properties“.
Uncheck “Read-only“.
If you have a “Security” tab, select it. Ensure that your account has “Full Control” permissions to the file. If you don’t have this tab, ignore this step.
Click “OK“.

If you recently upgraded to windows 10 let me know.
