I've recently had Windows 10 installed on my desktop

Hi:
I've recently had Windows 10 installed on my desktop computer.
Today, after I logged in, I received a popup response containing
"Critical Error
Start menu and Cortana aren't working.
We'll try to fix it the next time you sign in.
with an action button containing "Sign out now"".
I signed out and signed in again 6 times, 3 without powering my desktop computer down, and 3 including powering down. None of these responses caused the problem to disappear.
I am able to get internet access through Google Chrome.
The Start Menu screen icon stays in busy state, so it is not possible for me to access Windows Explorer.
