Do you have the device connected to your router and then the phone plugged in to the device?There should be two jacks on it, one is green and the other yellowish. The green is for the phone and yellow is for the ethernet cable that plugs into your router.

Ok. Let us check the settings on the device to see what information they provided where the device uses to authenticate.
If you go to a browser on a computer, you can enter that address in and a screen will pop up for the device and click on admin login in the upper right hand of the screen.
There may be a Nat setting that needs to be changed as well.
Typically, even if a device is unlocked, you still have to have to connect it to an SIP based VoIP Service.
Unlocked, just means it is not tied to any specific provider.
