This is usually an issue with the Firmware, so I would first like you to do this please.
Remove the charger from the surface and hold the power button to off for 35 seconds.
Release, then connect the charger and try to turn on the surface.

I had done it before you came on and now just did it and it came on. Do I still owe?

i want a refund. I had already done every thing you told me to do before you told me! Learned that is th eway to fix my Kindle, just didn't press the start button right away.

sure, just happens when I told it you got the problem fixed....
Never had a customer get their problem fixed then ask for a refund, does not really seem right and if all customers did this there would be no experts left
