I recently upgraded to Windows 10 - three days ago. Suddenly

I recently upgraded to Windows 10 - three days ago.
Suddenly I get the following message - - - "CRITICAL ERROR Start menu and Cortana aren't working. We'll try to fix it the next time you sign in." Since then, I have signed in several times with NO luck. When I respond to this CRITICAL ERROR message, it shuts down my computer.
My computer will not operate properly.
Do I need to start computer in SAFE mode. If so, how do I start Windows in the SAFE mode?

Before you sign in there is a restart button on the sign in page

Hold the shift button down while clicking to restart

That should give you some repair options.

One should be a system restore to an earlier time
