What's the other option is to perform a system restore to some what earlier time before this issue appeared.

ok, Try system restore
1: click Start > type system restore on search window, click system restore when finds out
2: when system restore window opens, click next and select a restore point which is previous happening this issue
3: click next to start system restore
Reboot computer after system restore

If your issue is still not resolved, i request you to create a new user profile and login using it.
It helps to understand if its a system wide issue or just profile corruption. If everything works correctly on new profile, then your old profile is corrupted. You may download and run zip file from previous post and run from this profile. This may resolve issue.
Reboot system and login to your old profile and see if issue persists or not
