can you see login screen
is it only on sign in screen area?
I google regions and pick the official sight and can see it. Then pick sign in and get a white screen also.
can you reset Internet Explorer and see if it solves issue

Here's the procedure
Hope you are using Internet Explorer
From Internet Explorer menu bar, click Tools > Internet Options
From Internet Options window, Click Advanced tab > Click Restore Advanced settings > click Reset
Now Close Internet Explorer, wait 5 sec, Re-open
See bank site opens correctly now

check if makes difference

Went to regions.com. Click Compatibility View. Regions.com in the window. Clicked ok. Clicked sign on button. White screen.
Lets re-register IE components

Just went back to favorites address and clicked it is there now.

Extract it, run CIntRep.exe file on it
What does this do?
This will re-register IE files and dll files in windows registry, so any error in registry would be rectified
Tick/Check Reset Internet Explorer 11. press Go button
Note: You must close Internet Explorer and reboot computer when its finished
You know many customers has come across with this problem and issue got rectified when they do one or the other step. That's why we are doing all steps
If this too doesn't help, lets go uninstalling IE 11
