That's correct. It is stored at the Microsoft Data Center where along with billions of other hotmail accounts.

You can always clean the PC with this process, but still you have limited access on the PC so i would not recommend doing anything on this PC which would later become a concern for you.
However, because most of the stuff is online and requires a password XXXXX are personal to you, no body will be able to see what that is unless they have a password.

I do not see any risk, cause all those services (login to bank account, using credit card, requires password XXXXX details) that only you have.
In one way, it is a secure PC because it is limited.

That means, there is nothing much any body can do with this PC. It's protected from external threats/viruses.
The administrator has restricted access.
Internally, you have your password XXXXX login and as long as password XXXXX known to you only, you are secure.

No, you only use IE for which things have been deleted the other way.
Secondly, i did not knew the chats were inside the hotmail account, so makes no difference.

That is a cookie file but it doesn't lets anyone access your Hotmail.
You always have to make sure that you sign out when you leave the PC
I always browse in private and sign out
then delete chronology
