Can you click on start -> run -> and type: inetcpl.cpl
Are you still there?
Under the Advanced Tab - Click Reset, Check Delete Personal Settings and click on the Reset Button.
Under the General tab, Click on Delete, then Click on the Delete button, it will start the process.
Once done, click Apply and OK.
Restart the system, try accessing Internet Explorer again.
