I feel there is an issue with the hardware itself.

Open run > type mskey in run and press ok
when mskey opens, test your keyboard
if it still does not register, you should replace with a windows 8 full compatible device
Keys that worked still work But they show as caps although display on acreen as lower

To resync devices, you have to press the button on the receiver and a light will start blinking
When it does, you have to press and release the Connect Channel button on the bottom of the mouse and/or keyboard.
The light should become green
Make sure you try various ports
Make sure near the laptop and keyboard/mouse no other electronic device is present that could cause any interference

If you want to go the easy way, it would be good to test this keyboard on a similar machine and replace with a fully Windows 64 bit compatible device.
