the blue ring it it will appear when something is loading its just cant stop blinking and i suspect its causing my computer to lag pls help me..

Now my laptop can't start normally it's just continuingly blue screen every time I restart

May I ask what the results of the restore were?

Please, follow the instructions below:
- Turn the computer off
- Remove all usb devices from the computer
- Turn the computer on
- Start pressing the F8 key on the top of the keyboard
- At the Boot menu, choose Last Known Good Configuration
- Hit the Enter key three times
- The computer will reboot and your problem will be gone.

Yesterday after restoring it work perfectly fine but it now having blue screen problem
