It looks like you have gotten a bad new computer; the hard drive could be bad.
What's the model of the computer?
Can you go to BIOS/Setup menu and see if the hard disk drive model (along with the cd/dvd drive model) is listed there?
when i switch computer on it says checking media (fail)
no bootable device - please restart sytstem

press key F1 or F2 when the toshiba logo appears on the screen right after turning on the laptop
set up utility appeared
great, now check the boot/startup option...

Now, it is showing the cd/dvd drive model tsstcorp cddvdw sn-208ab, but not the hdd/sdd (hard disk drive) model; this confirms the hard drive is damaged.
Are you able to return/exchange the computer?
