downloaded it 3 times but can't find it to run it

Right-click on the link --> Save target as or save link as... then open/run the file.

I right cked save link as, and it asked if I wanted to replace it. it didn't run

Most likely, it occurred due to an update or because you installed Chrome, and Chrome, for some reason, breaks hyperlinks in Outlook.
