First try this:

From your IE9 browser, Tools->Internet Options->Advanced. Scroll down to the security section and remove the check from the 'Do not save encrypted pages to disk'.


Do they open outside of the browser?

You may want to try this as well:

Open Adobe Reader> Edit> Preferences> Internet> uncheck "Display PDF in browser." PDF files will open in Adobe Reader, not Internet Explorer.
