Are you referring to the Lock Toolbars option in Internet Explorer?

yes.
Assuming you have Windows 7, what we can try to do first is reset your Internet Explorer session.

Close all Internet Explorer windows.

Go to Start -> in the search bar in the lower left corner of the screen, type in Internet Options and press enter.

Click on the Advanced tab at the top. Then click on the Reset button.

Check Delete Personal Settings then click on Reset.

After this completes, OK out of the window (unless it disappears itself).

Now open Internet Explorer. Tell me if you can lock/unlock the toolbars.
