Winrscmde is a legitimate Windows program file (part of a service called winhost) and it's not unusuall to see it on your machine.

If you are concerned about infections, then yes that file can become infected just like any other system file but the fact it is there is not a sign of infection in itself. If you think you might have an infection run a Malware scanner such as Malwarebytes.

You can get a free version from their website http://www.malwarebytes.org/products/malwarebytes_free

If there is anything suspicous on your machine Malwarebytes should pick it up. Make sure you only install the free version and not the pro trial as it will ask when installing.
