the error message you are receiving means that your picasa database is damaged
You will have to uninstall Picasa, including the database, then reinstall the latest version.
Your photo files will remain unchanged, no worry
Once you start the reinstalled Picasa version your database will automatically be rebuilt
To uninstall Picasa, open the Control Panel and double click the icon "Software"
Locate Picasa in the list of installed programs, select it and choose "Uninstall"
If you are asked if you want to uinstall the database as well, click on "Yes"
After uninstall is complete, download the latest Picasa version from: http://picasa.google.com/ and install it.
It will automatically scan your computer for photos and will rebuilt the database.

There may be a window open that asks a question you have to click on. If you don't see it, close other windows that might hide this window
If this doesn't help, restart your PC and uninstall again
