In that case your iPad is in recovery mode for some reason.
The first thing to try would be to press and hold down the power and the menu buttons for a full 15 seconds, during that time the iPad should power up then shut down then power up then shut down again.
After it has shut down the second time can you then press the power button for 2 seconds to see if it will power up cleanly.
If that does not work the only other way to fix this is to connect your iPad to your computer and then when iTunes opens select your iPad on the left hand menu and then choose Restore on the right hand menu.
