    I did what you recommended

My display settings showed HIGH RESOLUTION; 1680 X 1050 (recommend).

I moved the the slider to each resolution. The screen size changed but did not move the image up; could not eliminate the black band acrooss the top of the screen.

As you have tried to change the screen resolution and the settings button on the monitor and still facing the same problem then the problem with the monitor itself and you have to repair the monitor to resolve the issue. If the monitor is less than 3 yrs old then you can replace it free of cost.
