1: download wordpress 2: changed wp-config.php 3: ftp'ed everything under my root directory "/" 4: run wp-admin/install.php from IE 5: result = nothing?

no I tried but it does not work as per wordpress installation guide. if u logon to one.com using fish-raphaella.com psw=run11kmsu will see if u use file mgr that the wordpress code is all there under my root dir
