downloaded itunes64Setup.exe (and 32bit version)to a new laptop running windows 7. Message says " This installation pkg could not be opened. Verify that the pkg exists and that you can access it. or contact vendor etc..."

may be its happening because of virus so please update your antivirus software by its latest defination and scan your system.
and also go to start->run-> type here %temp% , then a window will open and delete all temporary internet files.

reran Norton
cleared out temp files (but could not delete a 0-byte file FXSAPIDebugLogFile.txt)
also cleared out all other downloads
went to Itunes where it says Quicktime is necessary. Donloaded that . it would not run (same message). downloaded 32-bit itunesSetUp,exe. It would not run - got usual message(but screen backgound goes white). Downloaded Windows defender and that would not run same message.

Note that other downloads did run during last two weeks

then let us try this

please go to start->run-> type here msconfig , then a window will open after that go to startup tab and then click on disable all button.

 

after that restart your system
