failed Windows update. Windows update appeared to be trying to update my driver for a newly installed video card. I have been trying unsucessfully to install the driver for this card. maybe the error will indicate where the problem lies.

did you try to install the driver from the CD that came with your video card?

ati radeon 4650 pci-e x16 1gb gddr2
have tried the cd which insists I get latest from online. Latest I can find is 9.10. I 've tried 9.10, 9.9, 9.5. All install a suite of software successfully, but fail to install display driver.

is your VISTA 32 or 64 bit ?

64 bit. bios was using onboard graphics as primary until I installed the card. I corrected the bios to treat the card in pci-e x16 as primary graphics after installation.

been there, done that. AMD was a good source. they're offering version 9.10 I tried just the driver download, this time. Same results. I think I've exhausted driver download prospects. I've, pretty much concluded that the card must be bad, out of the box, or for some reason, this computer has some compatibility issue(s) with the card. Looks like next step is to exchange it and try again. It would sure be nice if someone or something could just say "hey, the card's bad, try another one". If I could find the answer to the error code, it would, probably, tell me. If you ever find the source for the meaning of these obscure error codes, let me know. It would be worth the $9.00. I'm still waiting. I'm just not holding my breath.

When I came back to this site and logged in, I discovered that the question listed is NOT my question. In fact, I'm not sure if it, even,IS a question. My question was: what is the meaning of the Windows update error code 800705B3?

I'm not sure what the meaning of the code is however this article from Microsoft suggests that you might be able to fix it using the FixIt button on the page. See what you think:
