The best way to accomplish your goal is to blur out the image before you load it into powerpoint. This can be done in most photo editing programs (photoshop, photopaint, etc..) If you don't have expertise with a photo editor but need an image blurred, you can upload the image as a file here with instructions and I can do it for you.

You can use a brush, or one of the commands. Photopaint includes a blur command. You can use the help file to find it in your own program. Mask the area you want to blur and apply the effect or use a brush or smudge tool and apply it to the area you want to blur. If you want to blur the entire image, apply the effect to the entire image.
