here is what I have found, this may be why you are having trouble

An AVR file is a video file used by certain set-top boxes which use an MPEG-2 transport stream as a video CODEC. These are often found with an associated .AVF file.

Also I found that a AVR format can also be a MAC program, and if it is it won't run on your windows

Macintosh audio file format; can be 8 or 16-bit and contain 1 or 2 channels

I would say one of the reasons you can't convert it, is that it may be a MAC File, that makes the most sense.
