There are many things that can cause I high ping.

Make sure nothing else is using the internet such as downloading programs and P2P programs. These use up your internet speed and can cause high ping.

Close as many programs as possible. Many programs use the internet for various reasons, each increasing your ping by a little more.

Dialup internet has a high ping. Use a high-speed internet service if possible.

I would also check for viruses and malware. Programs that look for these need to be updated regularly and full scans should be ran regularly. SpybotSD, AdAware, and AVG are popular programs to use. Get all three, update them and perform full scans. Here are the websites to download the programs. They are all free.

Also, disable all firewalls and antivirus programs. Antivirus programs that actively scan your computer dramatically slows your computer down. Firewalls can also cause you to have a high ping. Disabling these will show a noticeable improvement in general performance.
