I certainly hope the 200 dollar value you placed on this question is not your budget for the project.  :)

For a quality design alone for a medium sized site you are looking to
spend a 750 - 2000 dollars.  Tack on the coding and you have
another 2000 dollars.  I would recommend against using PHPBB
unless you have the skill to alter it's php code on the back side of
the project, since there are several current security holes in that
partcular program.  I would look into something more like
vBulletin.

For domain name registration and hosting, the options are
unlimited.  A lot will depend on how much traffic you expect and
what kind of bandwidth requirements you need.  I personally do all
my domain registration through network solutions, even though they are
more expensive, I know that I will not have any problems with the
domain name in the future.

There is a story behind that statement, but I will not bore you with it. :)

SSL security is going to cost you for the certificate.  If you go
through a company such as Verisign  you will have to pay at least
498.00 a year.  If you are looking to sell something then this is
the route to take,  most online customers are familiar with
Verisign and that is what you are looking for when comes to making your
customer feel warm and fuzzy about ther personal information.

I hope this helps you in your process, and if you have any other
questions or would like to enlist my services, then give me a call and
we can discuss a more accurate quote based on the actual website specs.

Reply to Stephen's Post:  Ok. Actually I can develop HTML websites with frontpage. I would do a basic website, then if you are interested you can debug the page. Whatever codes required, I will supply. All you need to do is debug.

SSL: Is there any open-source utility (free) like Verisign, so that I would not have to pay for it.

The 200 bucks is for the development of a site. For debug, free SSL integration and any other things which you can do for that price.

Let me know if you are interested.

SSL security isn't something you can get free, you
need a license, from a CA like Verisign. One other option would simply
to use PayPal, as it has built in SSL, and not to put it in your own
site.

Another thing you have to remember is that we only get 25%-50% of the fees, and that may not cover all fees.

Though I won't develop the site for you I'll happily provide you with information.

I suggest you get a host with Cpanel and Fantastico, as they can
auto-install many PHP scripts including osCommerce, ZenCart, CubeCart,
PHPBB and other scripts. This would save you ages! Visit http://hostrightuk.com, the prices are great!

You can use an open source ssl signing company -- check out
http://www.freessl.com.  BUT remember that you what you are buying
from these people is a "sense of security" for your users.  Anyone
can sign a certificate.  If they are not recognized then the
browsers will flash a warning saying --"this cert is signed by an
unknown party" , this creates distrust.   Using a free
service, may or may not serve your purposes.

Your customers need to "believe" that they are on a secure web site,
that is what you are paying money for, and as the adage goes, you get
what you pay for.

As far as interest in your project -- For coding work I charge a bare
minumum of 75.00 an hour -- and to debug someone else's code -- that
price goes up.  So it is doubtful that I would be able to provide
you enough time for your budget.

If you need to find a coder, I would suggest http://www.guru.com.

You can post your needs and budget there and usually find a good coder that can help you.
