If you sign up with one of the major hosting providers (GoDaddy.com, HostGator.com, etc...), they will have templates that you can use to quickly create and host your own website. Or, if you want to do your own hosting you can get designers that you use on your personal computer. I've used GoDaddy.com in the past and I think they have the best support. HostGator is a little cheaper, but they haven't around as long or as well established.

And, it's been a little while since I used them, but when I did, they also had website review services that would review your site after it's done to give you pointers on making it better for search engine optimization.
