I am trying to reset an ipad I purchased from someone and it has a restrictions passcode on it. I don't know the code and am not sure how to go about doing that.

Reset it this way then please
Connect the iPad to the computer and open itunes
Hold the power and home button down until you see
"iTunes has detected an iPad in recovery mode..."
Click Restore iPad, let this complete and it should now work

I have tried that it and it won't let me. I get a message that says, "this ipad is supervised by another computer and cannot be used with this computer.

Disconnect it from the computer
Then place the iPad into Recovery Mode by holding the home button while plugging the cable into the computer.

What is now said in iTunes?
It should say iTunes has detected an iPhone, iPad, or iPod touch in recovery mode.

it says, "there is a problem with the ipad that requires it to be updated or restored.

it is telling me that itunes is downloading the software for this ipad and will restore the ipad when the download is complete

As the software update is happening on itunes the ipad turns itself on and tries to link with itunes.
