Under "Security" on the ZyXEL PK5001Z home page, there is a link, entitled "NAT". All I see there is that it's enabled.
The problem is NAT here.

The router needs to do one to one nat here

So that because 4cadventure.com is setup as a site/domain on IIS and has a different directory to what the root of the IIS has
Yes, the path in the Basic setting for the IIS site shows inetpub/wwwroot/4cA
184.108.40.206 has a different directory and it's probably the root directory.
Two places to confirm ports:
Windows Firewall and the Router
On windows firewall add any any inbound/outbound for 80
and on router forward 80 to .3
Just attempted to add 80 to .3 on router and got "The defined port or port range is in use by another port forwarding or applications rule."Now checking firewall on .3 (NORTON)
We are progressing now, can you see where the 80 is forwarded to it should be there, delete other rules and forward and just do a forward to .3
and check windows firewall for 80
I have disabled NORTON. Windows firewall isn't responding. I suspect I would have to uninstall NORTON.

The problem was that everything was forwarded to .1
The site is showing up, perfectly on my cell phone, which is on the WAN.
And now, you can see 80 is not forwarded anywhere but it's still accessible.
So you need to delete all the rules
