how do i switch on the bluetooth on a CF29 toughbook: the icon is on the task bar with a red center, when i right click it there's no prompt to turn it on

I searched every where for a long time for this information. The user guide and reference manual did not help with this issue
I did find one piece of information so let me know if this is correct advice please.
Instructions 1 Open the "Control Panel" in "Start" menu. 2 Select "Hardware and Sound" and open "Bluetooth." 3 Open the "Bluetooth Settings" and select the "Options" tab. 4 check the "Turn Discovery On" option. 5 Click "Apply" and "OK" to save and close the settings.

my computer has XP Professional software so there's no "Hardware and Sound" to select also can't find "Bluetooth Settings".

Looks like FN F8 should do it.
