A friend in a foreign country uses an Ethernet connection. Her Toshiba Satellite notebook uses Windows 7. Power Options show turn off the display and Put computer to sleep is NEVER. System shows 2.30 GHz processor and 3.00 GB RAM. Is processor speed and RAM preset or does it show what is currently in operation? The problem is that the pc goes on and off every 5 minutes. Does this seem like an Ethernet connection problem or a malfunction of the PC?

This is most likely a computer problem. But, to test it, you can check/change the power settings for the ethernet card. Go to start, in the white box type "network and sharing center" Click on the link, then in the new window click on the link to Local area connection 1 (may be named slightly different)
Click on properties, then configure, then on power management
My friend was advised to buy new RAM. Does this seem like a random access memory problem?

It is possible that it could be a RAM problem. Can you tell me if when you say on and off are you saying the computer shuts down and then reloads about every 5 minutes?

That could be a number of different things. It could be a bad RAM stick, it could also be a faulty heat sink on the process or that is allowing the processor to overheat. I would try the RAM first because it would be the easiest one to replace.
